My ruler disciples shall look after and take care of their subjects like their own sons in accordance with the religious scriptures and shall endeavor to establish religion on the earth. (The area under their control) (157)

हमारे आश्रित ऐसे जो सत्संगी राजा, वे धर्मशास्त्र के अनुसार अपनी प्रजा का पुत्रवत्‌ पालन करें और पृथ्वी पर धर्म का स्थापन करें ।।१५७।।

My ruler-disciples shall fully know the seven constituents of the state (i.e. 1. The king, 2. The Ministers, 3. The Friends, 4. The nation, 5. The treasury, 6. The structure of forts, 7. The strength of his army) the four expedients (i.e. 1. conciliation 2. giving money, 3. causing split in enemy’s army, 4. Punishment,) and six diplomatic skills (i.e. 1. Treaty, 2. War, 3. Invasion, 4. Creation and arrangement of troops, 5. Seeking protection from allies, 6. To maintain own position) and the places where to send spies. They should also know the persons well versed in social affairs and the people who deserve punishment and those who do not, by their personal attributes. (158)

और वे राजा राज्य के सात अंग, चार उपाय तथा छ: गुणों को लक्षणपूर्वक यथार्थ रुप से जानें तथा तीर्थ अर्थात्‌ गुप्तचर भेजने के स्थान, व्यवहार के ज्ञाता जो सभासद, दण्डनीय मनुष्य तथा अदण्डनीय मनुष्य, इन सभी को उनके लक्षणों द्वारा यथार्थरुप से जानें ।।१५८।।
